relationship between the German Development Service (ded) and the evolving
local community service in developing countries - fundamentals and experiences Ten years after its foundation in 1963 a second scope of responsibility was added to the article of partnership of the German Development Service (ded), a non-profit making limited company, with the main aim of personnel secondment in development co-operation: the support and development of relevant local organisations and self-help initiatives in developing countries. The paper reviews the changes in policies within the ded, the factors inducing those changes like the rethinking of technical co-operation in the international community, the changing requirements in developing countries or the growing importance and impact of the civil society and local community services in developing countries. Based on two examples, one from Zambia and one from Papua New Guinea, the current role of the ded is summarized and the formation and criteria of a partnership, development processes and activities with different actors within the civil society as well as the impact on both partners are described. Finally, possibilities in developing points of contact and relationships between the local civil society, the government and the private sector are outlined.
