
Research, Monitoring and Evaluation Officer, Swaziland Action Group Against Abuse (SWAGAA) -

The purpose of this role is to lead and coordinate research, monitoring and evaluation activities implemented at SWAGAA. S/He will also set up monitoring and evaluation systems including conducting baseline surveys and identifying and monitoring indicators, target setting and measure the impact of the programme.
The project aims to support survivors of abuse by enabling them to develop sustainable livelihoods and strengthening their voices at the familial, community, and national levels in raising awareness of the problem and advocating for the development of relevant policies in the area of Gender Based Violence (GBV).

The Kingdom of Swaziland shares its borders with South Africa and Mozambique, and covers an area of 1,734 square kilometres. It is a low middle-income country with an annual per capita income of about US$1,350. However, 69% of the population live below the poverty line (of which 63% are females and 37% males) and survive on less than US$24 per person per month (2004 UN figures). Poverty indices also show that women are the worst affected in Swaziland and as such, female-headed homes account for the highest number of poverty stricken families. Swaziland has one of the world's highest rates of income inequality, with the top 10% of the population controlling 40% of wealth, while the bottom 40% of the population controls only 14% of the wealth. The unemployment rate increased from 22% in 1997 to 29% in 2001, and among young people has often been twice as high. Government and private sector efforts to create new jobs have not been able to keep up with the loss of jobs arising from erosion in Swaziland's comparative advantages as an investment destination, and recent changes in global trading rules threaten a further loss of jobs. In 2006, the HIV and AIDS pandemic remains one of the greatest barriers to human development in Swaziland. At the end of 2005, UNAIDS estimated that over 33% of the adult population were living with HIV and AIDS. Estimated HIV prevalence amongst women attending antenatal clinics rose to an unprecedented 42.6% in 2004 according to UNDP figures. HIV and AIDS statistics vary, and according to the UK Foreign and Commonwealth Office around 43% of the population is living with HIV. In 2003, there were an estimated 17,000 HIV and AIDS related deaths. There are currently an estimated 69,000 orphans and vulnerable children in Swaziland and it is also projected that there will be 120,000 by 2010.

Duties and responsibilities :
- Research development, Implementation and management
- Develop and finalize research designs of two researches to be conducted by SWAGAA.
- Develop a detailed implementation plan for the research that outlines schedules, activities and logistical requirements.
- Supervise all research-related activities including tools development, data collection, collation and analysis, writing and report publication.
- Training of staff in research development.
- Monitoring and evaluation
- Develop Monitoring Evaluation and Reporting framework/plan/system for all programs.
- Responsible for conducting baseline survey and other assessments
- Develop measurable indicators for the projects and strengthen existing monitoring and evaluation systems as required.
- Develop tools and methods for monitoring and measuring programs performance
- Produce comprehensible reports
- Work with program staff to codify best practices for projects to share with partners.
- Training development
- Build the capacities of local staff on research, monitoring and evaluation especially on the use of different participatory data collection methods and data analysis.
- Training of staff on basic monitoring and evaluation techniques.
- Support management on data analysis and management.

- To take an active role in developing the team including capacity development and team building activities.
- Perform any relevant activities required by management.
In addition to providing development workers to our partner organisations, Skillshare International also works on policy and advocacy activities to reduce poverty, injustice and inequality. Skillshare International development workers are a key resource for this area of work during their placements and when they return. Development workers will have the opportunity to work with Skillshare International on a variety of activities in different areas of work, including communications, campaigns and development awareness; and should expect some contact during their time in placement.

Essential skills and experience
- Strong technical competence and experience in research and monitoring and evaluation methods
- Experience in M and E strategy and implementation (including the development of logical frameworks applications)
- Experience in qualitative and quantitative data analysis using SPSS, EPI Info or other software packages
- Experience in constructing questionnaires and other tools for Result (indicator) measurement
- Experience in day to day coaching of staff in data-collection and monitoring and evaluation
- Strong coaching and cross cultural communication skills;
- Good analytical and problem solving skills.

- Adaptability and ability to work effectively in a culturally diverse environment as well as respect for local culture and ways of working.
- Able to work on own initiative and within a team;

SWAGAA is the only organisation in Swaziland that aims at reducing Gender Based Violence and provides programmes targeted at abused women and children. The organisation has vast experience in training civil society, school children, police and health care providers on abuse related subjects. It provides direct counselling to abused victims and also toll free services. The organisation has been successful in raising awareness of abuse and also advocating for a Children’s Court.
SWAGAA is presently advocating for the review of Sexual Offence and Domestic Violence Bill which will be tabled to Parliament soon. The organisation has established strategic partnership with the Prime Ministers Office, deputy Prime Minister’s Office Ministry of Justice, Police Department, NGOs, NERCHA and the Gender Office.
