To support the development, management and implementation of the People Living with HIV AIDS (PLWHA) project with KINDLIMUKA that is funded by Irish Aid. The main tasks will include capacity building of the Partner organisation and support in resource mobilisation and fundraising activities.

Country:   top of page

Mozambique is situated on the Southeast Coast of Africa . To the East is the Indian Ocean; Tanzania, Malawi and Zambia are to the North; to the West, Zimbabwe and South Africa; and to the South, Swaziland and South Africa .

The total area of Mozambique is 799 380 km2 from North to South. To the East it has a coastline with the Indian Ocean for over 2515km. The more South we go the narrower the land becomes, its widest point being the Central Northern region, between the coast and the point where the rivers Aruangua and Zambeze meet. The narrowest southern point, in the Namaacha region is only 47,5km wide.

The highest point of the country is in the mountainous region located by the border. For example, Massururero on the slopes of Manica and Sofala is 2436 meters high, Picos Namuli has an altitude of 2419 meters and Serra de Gorongosa is 2000 meters high.

Mozambique has been the home of various peoples and cultures, including the Bantu from Central Africa , Arabs, Indian and Europeans.

Mozambique has always made its mark at international level in the areas of architecture, art, literature and poetry

The climate of Mozambique, influenced by the monsoons from the Indian Ocean and the hot current of the Mozambique Canal, is generally tropical and humid. The dry season, in the Centre/North lasts for about four to six months, whereas in the South, the dry tropical climate lasts between six to nine months.

The rain season is between October to April.

Average temperatures are around 25 in the South and 30 in the North. Highest temperatures are normally registered during the rain season.

The Mozambique coast faces the Indian Ocean and because of its climate, warm waters and vast beach area is rich in many marine species, some of which are unfortunately in danger of extinction.

In the North the beaches are mainly rocky, whereas in the Centre, situated near the river mouths, we find what can be described as dry riverbed beaches bordered by extensive mangroves. The sandy beaches are to be found in the South, with high dunes covered with low rough vegetation.

The best known beaches along the coast noted for their visitor oriented infra-structures are: Pemba , Bazaruto, Bilene, Inhaca, Inhambane Marracuene Morrangulo, Ponta de Ouro, Ponta Malongane, Tofo, Xai Xai Zongoene Ilha de Mocambiqe, Fernao Veloso in Nacala, Chocas in Mussurili Vilanculos and Inhassoro.

Job Purpose: The Project Officer will support KINDLIMUKA with the development, management and implementation of PLWHA project that is funded by Irish Aid

Duties and responsibilities

    1. To develop short and long term plan of action and strategies for the implementation and expansion of the project
    2. To ensure proper implementation of monitoring and evaluation systems
    3. To ensure proper collection, compilation and keeping of records and data throughout the project implementation
    4. To advice the management and the support groups on the projects implementation and issues of concern
    5. To provide support to the Country Project Steering Committee in ensuring proper management and administration of the project
    6. To prepare, coordinate and carry out internal periodic monitoring and evaluation of the implementation and progress of the project and recommend course of action (based on relevant projects progress indicators and objectives)
    7. To assist support groups and National Network in developing proposals for funding and mobilising resources for Income Generating Activities including horticulture, poultry, gardening etc.
    8. To prepare monthly, quarterly and annual reports (both financial and narrative) of the project (and submit them to the Executive Director and to Skillshare International)
    9. To liaise and build partnerships with relevant government Ministries, local authorities support groups and other interested stakeholders
    10. To document and share lessons learnt and best practices within the country and the region arising from the implementation of the project
    11. (To coordinate and ensure the safety, proper storage and maintenance of the projects assets, equipments and materials assigned)
    12. To maintain regular operational records of all project activities e.g. meetings, workshops, seminars, training manuals, photos etc
    13. To organise and coordinate national and regional exchange visits to other implementing partners sites
    14. To participate in the relevant meetings and workshops /seminars/discussions at the local, national and regional levels
    15. To carrying out needs assessment for the networks capacity building needs and develop strategies to meet those needs
    16. To develop, update and disseminate IEC materials.
    17. To perform any other duties as assigned by your line manager.

Education and Qualification

  1. Minimum of a diploma in Social Sciences or related field with 3-5 years experience in community based project management
  2. Experience in fundraising and writing proposals or business plans

Essential skills and experience

    1. Experience in financial management of projects including budgets and finances
    2. Experience in project design, proposal writing and management of projects
    3. Experience in project monitoring, evaluation and reporting
    4. Good communication and writing skills
    5. Experience in facilitating training and planning events
    6. Experience working with local communities
    7. Experience in networking and liaising with government and communities
    8. Experience in mobilising resources and fundraising for programmes (see
    9. Excellent analytical and organisational skills;
    10. Demonstration of attention to detail and high standards of accuracy;
    11. Able to work on own initiative and being creativity
    12. Teamwork experience;
    13. Proficient in information technology, e.g. word processing and other software packages, email, Internet;
    14. Effective communication and inter-personal skills;
    15. Adaptability and ability to work effectively in a culturally diverse environment;
    16. Commitment to the aims of the organisation

KINDLIMUKA was established in 1996 to allow for the development of coordinated actions to combat discrimination and stigma experienced by PLWHA on the part of the society. KINDLIMUKA recognizes, ever since its foundation that PLWHA are discriminated against at all levels of the society (at workplaces, schools, and other public and private institutions). It has about 480 members and projects in the City and Province of Maputo . KINDLIMUKA seeing a Mozambique where people living with the AIDS virus – PLWHA – are treated as equals in the family, in the community, at the workplace, and in the society in general. People living with HIV/AIDS benefiting from free medication in order to improve their quality of life and that of their family members. A Mozambique where its communities and inhabitants prevent themselves from the risk of HIV contamination.

Structure of the project: The project is implemented in four countries, Botswana , Lesotho , Swaziland and Mozambique . At the regional level, the project implementation is overseen by the regional steering committee comprised by representatives from the different implementing countries and other Skillshare partners and a Country Project Steering Committee comprised of the country networks and their stakeholders at the country level. There is a regional Project Officer based in Pretoria who will be managing and supporting implementation of the project in the four countries, he will work closely with the Skillshare country offices and the PLWHA national networks in the projects implementation. The project officer will have no line management responsibilities.

The PLWHA Project Officer will be accountable to the Executive Director of KINDLIMUKA

Benefits : Skillshare international offers, a modest monthly living allowance, flights to the placement and return, medical cover, and pre and post placement grants to assist with relocation. The living allowance is adequate to cover your living costs whilst in the country of placement but not adequate for savings or meeting other costs you may have in your country of residence (home).

Conditions: The contract duration will be two years for a full-time placement. The placement would like the development worker to start as soon as possible.
